Support and Financing for Renewable Energy Projects

The PV Loan contributes to climate change mitigation and helps businesses of all sizes reduce energy costs, strengthen their energy independence, and make greater use of clean energy sources. The loan is available to sole traders, entrepreneurs, and companies regardless of size.

Support for photovoltaic power plants applies exclusively to installations on buildings used for business purposes, including shelters and canopies (e.g. for vehicles, construction equipment, storage facilities, etc.), with an installed capacity ranging from 1 kWp to 50 kWp inclusive.

A condition of support is that the reserved capacity specified in the Electricity Generation Facility Connection Agreement must not exceed 30% of the installed capacity of the generating facility at the point of consumption.

Support for electricity storage may only be provided if the storage system forms part of an investment in a new photovoltaic installation.

Amendment to Call 08/2025: A building permit is required for the expansion of an existing photovoltaic power plant if the installed capacity after expansion exceeds 100 kWp.

The actual amount of the grant component is determined by the bank based on documented eligible project costs and other information specified in the loan agreement.

Programme details

The programme forms part of the Photovoltaic Systems with/without Energy Storage (PV) financial instrument under the Technology and Applications for Competitiveness Operational Programme 2021–2027 (OP TAC).

 

Support is provided under Commission Regulation (EU) No. 2023/2831 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid, as amended.

The Gross Grant Equivalent (GGE) is calculated based on both the grant component and the preferential loan.

What Is the Programme Intended For?

The programme supports projects involving the installation of new photovoltaic power plants with a capacity of up to 50 kWp on buildings, including battery energy storage systems. Eligible projects include photovoltaic installations on:
Business premises.
Warehouses.
Garages.
Carports and shelters for vehicles.
Shelters for construction machinery, materials, and similar assets.

The programme does not support the acquisition od stand-alone energy storage systems.

The programme is available to all entrepreneurs and companies regardless of size. It is designed for:

Sole traders and self-employed individuals.

Small and medium-sized enterprises (SMEs).

Large companies.
