New ELENA for the Public Sector

Support for Preparing Energy-Efficiency Projects, Energy Savings in Public Buildings, and EPC Projects

The objective of the New ELENA (European Local Energy Assistance) programme is to facilitate the implementation of energy-efficiency measures through the Energy Performance Contracting (EPC) model. The programme focuses on the renovation of existing buildings and targeted investments in construction and technological measures.

Through this programme, the National Development Bank (NRB) provides comprehensive support in the preparation of energy-efficiency projects at a fraction of the usual cost.

Municipalities and public-sector entities seeking to reduce energy consumption in public buildings can use the New ELENA programme not only for project preparation, but also for the preparation of procurement documentation and applications for funding from the Operational Programme Environment (OPE). These services are available for only a small share of the total preparation costs.

Programme details

The advisory services are intended for regions, cities, municipalities, and other public administration entities planning to invest in EPC projects. These projects focus on energy-efficiency measures related either to the building envelope (insulation, replacement of windows and doors, shading systems, etc.) or to building operation (heating, hot water systems, ventilation, cooling, lighting, energy management, renewable energy sources, building automation, and control systems).

What Can This Support Be Used For?

Comprehensive assistance with EPC project preparation and building assessment.

Preparation of procurement documentation and tender procedures for selecting the implementing company (ESCO).

Preparation of mandatory documentation required for applications under the Operational Programme Environment (OPE).

Important Information

The ELENA programme is co-financed through the InvestEU Advisory Hub of the European Union and the ELENA (European Local Energy Assistance) facility managed by the European Investment Bank (EIB).
