Portfolio guarantee for SMEs. State aid is de minimis.
The programme uses both national resources of the Ministry of Industry and Trade and the counter-guarantee of the European Investment Fund, which runs under the COSME programme. COSME is implemented and financed by the European Commission directly from the EU budget and is implemented by the Member States of the Union.
