The National Development Bank (NRB), in cooperation with the Ministry of Industry and Trade (MoIT), is launching a new guarantee programme to support investment and the reconstruction of Ukraine. The Ukraine Reconstruction Guarantee programme uses resources from the EU Ukraine Facility provided by the European Commission together with Ministry. Through guarantees, NRB will help secure financing for investment loans for projects in Ukraine. Guarantees will be provided in cooperation with Ukrainian partner banks or the Czech Export Bank (CEB).
The objective of the Ukraine Reconstruction Guarantee programme is to support the reconstruction and economic development of Ukraine and facilitate investment financing in the country. The programme will focus on strategic sectors of the Ukrainian economy, including energy, transport, agri-food industries, strategic investments and industrial sectors, critical raw materials, human capital and the social sector, green transformation, and dual-use goods.
“Czech companies have the experience and technologies in energy, transport and industry that Ukraine needs for its reconstruction. To enable their participation in specific projects, it is essential to secure financing. This is exactly where the new guarantee programme will help. By sharing risk, it will make it easier for banks to provide investment loans in Ukraine and create opportunities for Czech suppliers. We want our support for Ukraine’s reconstruction to deliver tangible results while strengthening long-term business relations,” said Minister of Industry and Trade Karel Havlíček.
The total allocation of the guarantee programme amounts to EUR 125 million, which is expected to support guaranteed loans exceeding EUR 156 million and help implement investments with a total value of approximately EUR 195 million. The guarantee instrument will mobilise additional private financing, including commercial bank loans and equity contributed by Ukrainian entities.
“Since the first days of the Russian aggression, the Czech Republic has stood by Ukraine. Our support is gradually evolving from immediate humanitarian and military assistance to long-term reconstruction and development. The guarantee programme developed by the European Commission, MoIT and NRB aims to mobilise financing for reconstruction and development projects in Ukraine with private capital participation. I am convinced that it will also provide Czech companies with opportunities to contribute their technologies and know-how and create conditions for broader economic cooperation in the future,” added Tomáš Nidetzký, Chairman of the Board of Directors of NRB.
The programme is financed through a combination of European and national resources used to share risk with partner banks. The European Union has provided a EUR 100 million guarantee through the Ukraine Facility, specifically its Pillar II, the Ukraine Investment Framework, while the Ministry of Industry and Trade of the Czech Republic contributes a further EUR 25 million.
Under the programme, NRB will provide individual bank guarantees to Ukrainian partner banks or CEB, which will subsequently lend to Ukrainian entities as the final beneficiaries.
The standard guarantee coverage will be 80% of the outstanding loan principal and eligible interest. Supported loans will range from EUR 1 million to EUR 39 million.

The programme is open for applications from 10 September 2026 and is designed for three years or until the total allocation is exhausted.
