UKRAINE RECOVERY GUARANTEE

Financial guarantees pave the way for the implementation of investment projects that contribute to Ukraine’s recovery and development. They support the financing of strategic investments, reduce risks for financing institutions, and help mobilise private capital into areas that are key to the country’s economic recovery, modernisation, and long-term prosperity.

The aim of the ‘Ukraine Recovery Guarantee Programme’ is to provide individual guarantees to entities (private companies or those in the public sector, excluding the state) registered in Ukraine for loans provided by Ukrainian partner banks or Czech Export Bank.

Applications may be submitted throughout the duration of the entire programme. The ‘Ukraine Recovery Guarantee Programme’ call comprises several rounds, with the deadline for the first round of applications for evaluation closing on 11 November 2026. Guarantee amount
up to 80 % of the guaranteed loan

At least 20 % of the project costs must be financed from the beneficiary’s own resources.

EUR 1–39 million

EUR 46.88 million, subject to prior approval by the European Commission

The currency of the guaranteed loan may be CZK, EUR or UAH

Fees
no fees

There is no charge for the provision of a bank guarantee (the guarantee period is rounded to whole months). There is no charge for an amendment to the guarantee agreement in the event of an extension of the guarantee period. Interest on late payments is 9 per cent per annum.

Purpose of the loan
primarily capital expenditure

Operating expenses relating to an investment loan may not exceed 20 %.

FUNDING FOR STRATEGIC INVESTMENTS IN UKRAINE’S RECONSTRUCTION

The programme provides bank guarantees for the financing of investment projects carried out in Ukraine.

Its aim is to support the country’s recovery and long-term economic development through private investment in strategic sectors that contribute to the reconstruction of infrastructure, the strengthening of economic resilience, and the creation of conditions for future long-term and sustainable growth.

WHO CAN BENEFIT FROM THE PROGRAMME?

The programme is intended for businesses, legal entities, and special purpose vehicles (SPVs) registered in Ukraine, as well as Ukrainian-EU joint ventures. Subject to prior approval by the European Commission, commercial sub-sovereign entities, including local authorities and regions, may also be eligible for support.
